Kathleen is the Deputy Director for Customer Experience Communications and Education. Her work helps customers navigate the tax system with confidence and supports HMRC’s customer experience transformation through behaviour change, digital adoption and more effective customer communications.
Her responsibilities span strategic communications, campaigns, customer education, and digital adoption. This includes HMRC’s award-winning You’re On It app campaign and the new Tax Confident education programme.
Kathleen has worked in senior communications roles across government for over 26 years.
